粤港澳大湾区综合立体交通网战略构思
Strategic Conception on the Comprehensive Three-dimensional Transportation Network in the Guangdong-Hong Kong-Macao Greater Bay Area
 
摘要:粤港澳大湾区作为国家重点发展的城市群,具备超大尺度、超高密度集聚发展特征。大湾区区域交通联系正处于由低频次、长距离、低时间价值快速向高频次、中短距离、高时间价值转型升级的关键阶段。对标东京、旧金山、纽约三大世界级湾区,针对粤港澳大湾区综合交通体系在支撑世界级城市群建设中面临的高端要素资源配置能力不强、跨方式难以协同等发展挑战,提出共建共享共治的城市群对外交通发展整体构思。结合未来粤港澳大湾区运输需求及发展趋势,提出枢纽共升级、腹地再拓展、湾区强集聚、都市创融合、创新促治理五大综合立体交通网发展策略。
Abstract: As a national key urban cluster, the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as “the Greater Bay Area”) is characterized by super-scale and ultrahigh-density agglomerational development. The regional transportation connection in the Greater Bay Area has stepped into a critical stage of rapid transformation and upgrading from low frequency, long distance and low time value towards high frequency, short-to-medium distance and high time value. By benchmarking against three major world-class bay areas in Tokyo, San Francisco and New York, this paper proposes the overall conception on the external transportation development of the urban cluster featuring joint contribution, shared benefits and common governance, so as to cope with the development challenges faced by the comprehensive transportation system of the Greater Bay Area in supporting the construction of this world-class urban cluster, including weak capability of allocating high-end elements and resources, and difficulties in cross-mode synergy. Based on the future transportation demands and development trends in the Greater Bay Area, this paper puts forward five strategies for the development of the comprehensive three-dimensional transportation network, namely joint upgrading of hubs, further expansion of hinterlands, strong aggregation of bay area, integrated development among cities, and governance enhancement with innovation.
 
深圳中心放射型城市轨道交通线路规划布局研究
Research on Planning Layout of Urban Rail Transit Lines Radiating From the Central Area of Shenzhen
 
摘要:中心放射型城市轨道交通线路(以下简称“放射线”)对城市交通出行需求、城市轨道交通线网布局、城市空间结构拓展等具有重要作用。以深圳市为例,对超大城市放射线规划布局开展研究,在阐述各阶段城市发展与放射线规划基本情况、分析放射线客流特征基础上提出3个规划布局要点。放射线通道规模应重点结合高峰断面需求校核研判,适度超前预留规划弹性;应沿中心区与外围功能中心核心发展轴规划“快线+普线”复合通道,强化放射线的交通服务功能和引导城市发展功能;同走廊快线与普线应体现差异化布局策略,重视与城市空间的高效协同规划,构筑与多中心结构高度耦合的轨道交通枢纽,扩大放射线辐射范围。
Abstract: Urban rail transit lines radiating from the central area (hereinafter referred to as “radiating lines”) play a significant role in urban traffic demand, urban rail transit network layout, urban spatial structure expansion, etc. With Shenzhen as an example, this paper studies the planning layout of radiating lines in megacities and puts forward 3 key points on planning layout on the basis of expounding the basic information on urban development in various stages and planning of radiating lines and analyzing the features of passenger flow on the radiating lines. Focus should be put on rush-hour cross-section demand to verify, study and judge the channel scale of radiating lines, and proper elasticity should be reserved for planning in advance. Compound channels of “rapid lines + regular lines” should be planned along the core development axis of the central area and peripheral functional center, to augment the traffic service function and the function of guiding urban development of radiating lines. The layout strategies for rapid lines and regular lines on the same corridor should be differentiated. Emphasis should be laid on efficient and coordinated planning of radiating lines and urban space, and a rail transit hub highly coupled with a polycentric structure should be constructed, to expand the reach of radiating lines.
