当前市域(郊)铁路是都市圈交通体系中的短板,但未来发展潜力巨大。梳理市域(郊)铁路在城镇化发展中的定位,认为市域(郊)铁路与城市轨道交通优势互补、分层服务于都市圈发展。由于发展认识偏差、主体协调障碍、技术标准多样、市场规则不清等原因,导致其发展滞后。从铁路行业发展视角来看,国铁企业参与市域(郊)铁路发展是服务群众美好出行、履行政治责任和社会责任的充分体现,同时有利于强化铁路在综合交通运输体系中的地位,也为推进国铁企业市场化经营提供了机遇。提出国铁企业应从参与顶层设计、提高铁路在都市圈运输市场中的份额、探索外部效益内部化的商业模式、开发运营中的大数据资源、提升智能化运营水平等方面把握重大契机。
The current commuter (suburban) rail is a weak link in the transportation system of metropolitan areas, but it has great potential for future development. In analyzing the position of commuter (suburban) rail in urbanization development, the paper has found that commuter (suburban) rail and urban rail transit are mutually complementary and serve the development of metropolitan areas at different levels. Due to reasons like deviated understanding in development, coordination barrier of relevant stakeholders, diverse technical standards, and unclear market rules, commuter (suburban) rail is underdeveloped. From the perspective of railway industry development, serving people’s need for better trip and fulfilling political and social responsibilities can be fully reflected if China State Railway Group Co., Ltd. (China Railway) can participate in the development of commuter (suburban) rail. Such participation, while enhancing the railway’s position in the comprehensive transportation regime, also provides an opportunity for market-based operation of China Railway. The paper has proposed that China Railway should leverage the opportunities that exist in top-level design participation, share increase of railway in the transportation market of metropolitan areas, commercial mode exploration that internalizes external benefits, big data resource development in operation, and enhanced levels of intelligent operation.
 
重庆是西部陆海新通道物流和运营组织中心,加快物流体系优化对重庆融入和支撑西部陆海新通道建设至关重要,对重庆形成陆海内外联动、东西双向互济的开放新格局具有重要意义。梳理总结当前重庆西部陆海新通道的运行特征,指出重庆西部陆海新通道物流组织已形成以铁海联运、跨境公路和跨境铁路三种常态化运行方式,呈现通道格局多元、辐射范围广泛的特征。立足重庆视角分析现状存在对外运输通道不通畅、枢纽平台发展不充分、多式联运衔接不顺畅等问题。提出畅通对外运输通道、完善枢纽平台建设、优化多式联运组织等优化策略。重庆需要将区位优势转化为发展优势,建好物流和运营组织中心,积极融入和支撑西部陆海新通道建设。
Chongqing, as the logistics and operation organization center of the New Western Land-Sea Corridor (the Corridor), has an urgency to optimize the logistics system. This is important for Chongqing to integrate itself into and support the construction of the Corridor, as well as meaningful for the city to form a new opening-up pattern featuring land-sea and east-west linkage. By laying out the operational characteristics of the Corridor in Chongqing, this paper has concluded three regular operational modes serving the logistics organization of the Corridor. The three modes, including railway-sea transport, cross-border highways, and cross-border railways, demonstrate the diverse patterns and wide coverage of the Corridor. Taking the perspective of Chongqing, the paper has analyzed the current issues that range from unsmooth external transportation channel, underdeveloped hub platform, to unsmooth connection of multimodal transport. Following the identification of issues, the paper has proposed optimizing strategies of unblocking the external transport channel, improving the development of hub platform, and optimizing the organization of multimodal transport. To leverage its geographical advantage and turn it into use for development, Chongqing must build itself to become a logistics and operation organization center that actively integrates into and supports the construction of the Corridor.
