建筑材料工业是中国重要的基础原材料及制品生产加工工业，其中中国水泥、平板玻璃、建筑卫生陶瓷、烧结砖瓦等主要建材产品产量已多年稳居世界第一。建材行业炉窑数量较大，是典型的高能耗能、高排放和资源依赖型产业，其中污染物排放量比较大的子行业为水泥、陶瓷、砖瓦、平板玻璃，其中水泥行业大气污染物排放量最大，陶瓷、砖瓦次之。
The building materials industry is an important production and processing industry of basic raw materials and products in China. Specifically, China has been number one in the world for many years when it comes to the output of cement, plate glass, building sanitary ceramics, sintered brick & tile and other main building materials. The building materials industry has a large number of furnaces, and is a typical resource-dependent industry featuring high energy consumption and high emissions. Among others, sub-industries with higher pollutant emissions include cement, ceramic, brick & tile, and plate glass, among which the cement industry has the large stair pollutant emissions, followed by ceramic and brick & tile industries.
 
国家生态环境主管部门一直对水泥、玻璃行业污染排放管控关注得较多，行业生产线规模、生产工艺水平和污染防治技术措施都得到明显提升，已形成较完善的标准、政策、污染防治技术工艺和监管措施，以及二氧化碳排放核算和减排技术研究，而陶瓷、砖瓦行业管理相对较粗放，未形成主流的污染防治技术工艺，二氧化碳和污染物有较大的减排空间，而且监管措施也需要进一步完善，陶瓷、砖瓦行业将是建材行业“十四五”及以后关注的重点。
For long, the authorities of ecology and environment in China have taken very seriously the control of pollutant emissions of cement and glass industries, contributing to their evident improvement in the size of production line, level of production process, and technical measures for pollution prevention and control. Better standards, policies, technologies and supervisory measures for pollution prevention and control have been put in place, and studies on carbon dioxide emissions accounting and emission reduction technologies have been conducted. However, ceramic and brick & tile industries have been under extensive management, without mainstream pollution prevention and control technologies. This has left a greater room for reducing the emissions of carbon dioxide and pollutants. Meanwhile, supervisory measures call for further improvement. Therefore, ceramic and brick & tile industries will be the focus of the building materials industry in the 14th Five-Year Plan period and beyond.
 
本研究以陶瓷、砖瓦行业为研究重点，根据中国当前及长期的能源需求及污染防治需求，开展中国典型建材行业的结构优化调整及大气污染控制技术战略研究，为建材行业污染防治及实现碳达峰、碳中和目标提供依据和支撑。
By centering on ceramic and brick & tile industries, the project team conducts strategic study on the structural optimization and adjustment as well as the technologies for air pollution control of the typical building materials industry in China in light of China’s current and long-term energy demands and pollution prevention and control demands, so as to provide a basis and support for the pollution prevention and control of the building materials industry and for the achievement of carbon peaking and carbon neutrality objectives.
