Over the past 4 years, China has become the global leader in EV adoption, with a total stock of over 3 million in 2019. However, due to immature vehicle quality and high upfront cost required, urban ELVs promotion is still stuck in very early stage in most of the cities.
在过去4年中,中国电动汽车的普及率全球领先,2019年全国电动汽车保有量超过300万辆。然而,由于汽车品质尚不成熟,而且前期投入较高,因此大部分城市对于电动物流车辆的推广仍处在早期阶段。
 
According to China’s recently announced New Energy Vehicles Development Plan (2021-2035), four provinces (Hainan, Jiangxi, Fujian, Guizhou) and four regions (Jing-Jin-Ji, Yangtze River Delta, Pearl River Delta, Shandong City Clusters) will have to realize that at least 80% of the new added urban logistics vehicles are electrified, which provides a very high bar for cities to cross under current situations.
中国在最近发布的《新能源汽车产业发展规划(2021 — 2035年)》中提出,在国家生态文明试验区(包括海南、江西、福建、贵州四个省份)以及大气污染防治重点区域(包括京津冀、长江三角洲、珠江三角洲、山东城市群四个区域),新增物流配送车辆中的新能源汽车比例不低于80%。在当前的经济大环境下,该目标对上述城市来说无疑是一个很大的挑战。
 
In the past 2-3 years, XX has been diving into Shenzhen’s ELV promotion progress with vehicles telematic data analysis and local stakeholder interviews. Major takeaways from the Shenzhen work include key factors that could increase cities’ ELV utilization, charging infrastructure mapping optimization, market and technology preparation, and policies that could effectively support cities adoption of ELVs. Such understandings on Shenzhen’s experiences could serve as good starting points for cities in early stage of ELV promotions.
