针对目前缺少国家层面统一的保护地目标管理框架，本次研究重点研究相关法规政策情况、相关标准规范及强制性条文情况、标准规范主要内容说明等，明确国家相关法律法规、文件政策对自然与历史文化遗产保护利用的要求；梳理技术规范所涉及的全部现行相关标准规范和强制性条文；研究国外相关法规规范构成要素、术语内涵、各项技术指标和强制性规定，与我国实际情况进行比较，确定自然与历史文化遗产保护利用的原则、主要内容和基本要求。
As there lacks a unified framework for management of conservation areas by objectives at the national level, the priority of the research lies in study of relevant laws and policies, clauses of relevant standards and compulsory clauses, and explanation of major content of the standards, etc., clarify the requirements on the protection and utilization of natural, historical and cultural heritages in relevant national laws, regulations and provisions; sort out all applicable standards and compulsory clauses involved in the technical standard; study the elements, connotation of clauses, various technical indicators and compulsory provisions in relevant foreign laws, to determine the principles, major content and basic requirements of protection and utilization of natural, historical and cultural heritages by making comparison with the current situation of China.
重点解决的主要问题：（1）从保护利用角度提出与规划设计相关的强制性条款；（2）从统筹的角度研究提出普遍适用于我国自然保护地体系的相关强制性条款；（3）结合多学科、多专业的方法提出可操作的资源评价技术方法；（4） 充分研究国内外自然保护地分区理论与实践方法，从我国基本国情出发制定符合我国现有基本国情的自然保护地分区方法；（5）根据我国自然保护地体系的现实情况，统一我国自然保护地设施建设标准；（6）综合借鉴国内外自然保护地游览组织理论和实践提出规范游览组织相关内容；（7）从自然保护地与社区和谐永续发展的角度提出规范社区发展内容；（8）综合借鉴国内外自然保护地的管理理论和实践提出规范管理监测内容。
The major issues to be solved include: (1) propose compulsory clauses related to planning and design from the perspective of protection and utilization; (2) propose compulsory clauses universally applicable to the system of natural conservation areas by overall planning; (3) propose practical technical method for resource assessment based on multiple disciplines and professions; (4) make a thorough study of the theories and practices of zoning of natural conservation areas in foreign countries, and formulate the method for zoning of natural conservation areas in line with the current situation of China; (5) unify the standard for facility construction of natural conservation areas in China based on the reality of the system of natural conservation areas in China; (6) propose contents including standardized touring organization by referring to relevant theories and practices at home and abroad; (7) propose contents including standardized community development from the perspective of natural conservation areas and harmonious and sustainable development of communities; (8) propose monitoring of management of the standards by referring to the management theories and practices in foreign countries on natural conservation areas.
