前端工程开发（FEED）：公司应制定并提交一份设计包，包括但不限于端到端流程设计、设备配置、物料和能量平衡、流程操作条件，工艺流程图、管道仪表流程图所示的其他细节，以及客户评审并确保公司提供的装置设备符合第2条规定所需的其他信息。及时获悉本条概述的装置设计信息对于获得批准是必不可少的，接收装置场地的装置及基础设施设计须由接收装置场地实施。

Site and Waste Assessment: As part of the FEED, Company personnel will conduct a site and feedstock evaluation as needed for the Company to design the Plant, fabricate equipment, devise an efficient plant layout, account for the necessary integration of the conversion facility with local infrastructure and operations, and issue its warranty as provided in Section 7.  The Customer will collaborate with the Company in the execution of this work with the intent of producing a definitive project plan detailing all activities and completion timelines. The Customer will provide the necessary information on local codes and regulations, for example, environmental protection regulations, to assure that the design of the Plant and its equipment will be in compliance with those codes and regulations.
场地与废物评估：作为前端工程开发的一部分，公司的人员应进行一项场地及原料评估，从而有助于公司设计装置，制造设备，设计高效的装置布局，对转化设施与地方基础设施和运营的必要整合作出解释，出具第7条规定的保证书。客户应协助公司进行这项工作，从而制定出一份明确的、详细说明各种活动及完成时间的项目计划。客户应提供有关地方规范与条例的必要信息（例如，环境保护法规）以确保装置及其设备的设计符合此类规范与条例。

Equipment Testing, Commissioning and Startup Oversight: The Company will fabricate plant equipment, pre-assemble plant modules, conduct necessary equipment inspection and testing prior to release for shipment to assure conformance with design specifications and functional requirements. The Company will deploy its personnel in a timely manner to the receiving plant site to oversee receipt of the shipped plant modules and the installation of all plant equipment to be done by local personnel.  The Company will also oversee local activities related to the preparation of all equipment for operation, that is, the initial commissioning to make ready for the start of operations.  Plant start-up to be done by local personnel with the assistance as required by personnel from the Company as the initial step towards completion of the warranty demonstration as provided in Section 7.
设备测试、调试与启动监督：公司应制造装置设备、预安装装置模块，并于启运放行前进行必要的设备检验与测试，从而确保符合设计规范和功能要求。公司应及时派遣其人员至接收装置场地，对当地人员接收发运的装置模块及安装所有装置设备进行监督。公司还应对所有设备的运行准备相关的当地活动（即为运行启动做准备的初步调试 ）予以监督。装置启动由当地人员实施，公司的人员按需提供协助，作为完成第7条规定的保证示范的第一步。
