Of the three parts, responsibility investigation is the most important and difficult. China adopted the multi-level accountability mechanism, under which governments are punished through interviews, legal accountability and other means for their dereliction of duty by severity. The environmental inspection system implemented as from 2015 linked the air pollution prevention and control work with evaluation, assessment, appointment and dismissal of officials in the most direct way. Meanwhile the inspection also valued public voice, putting powerful pressure on local governments.
 
早在2000年,当时的《大气污染防治法》就提出,“地方各级人民政府应当对本行政区域的大气环境质量负责”。但这一责任直到2013年《行动计划》实施之后才真正得以落实。在2015年再次修订的《大气污染防治法》中,关于考核谁的问题进一步得到了明确,即国家级政府考核省级政府,省级政府考核所辖地方政府。
The Law on the Prevention and Control of Atmospheric Pollution effective in 2000 stipulates, “Local people’s governments at each level should be responsible for the atmospheric environment quality in their own administrative region”. However, local governments did not actually take such responsibility until the implementation of the Action Plan by 2013. The Law on the Prevention and Control of Atmospheric Pollution revised in 2015 further clarified the evaluation objects, i.e., the state-level government evaluates the provincial government, which evaluates the local government under its jurisdiction.
 
公众参与环境监督,是政府督查的有效补充。居民举报为环保督察和强化督查提供了大量线索。环保督察要求地方政府建立市(州)级举报平台,设立公开、固定的环境保护督察举报电话、信箱、网址,发挥信访渠道作用,及时收集处理和回复群众反映的环保问题。在中央环保督察河北试点及前三批检查中,中央环保督察组共受理群众举报9万余件,有效地扫清了环保督查的盲点。
Public participation in environmental inspection is an effective supplement to governmental supervision. The residents provide oceans of clues for environmental inspection and intensified inspection via tip-offs. The environmental inspection requires the local governments to establish the city (prefecture) level whistleblowing platform, set up open and fixed environmental inspection whistleblowing phones, mailboxes and website, and give full play to the petition letter channels to timely collect, handle and reply to the public’s environmental issues. During the central environmental inspection over the pilot province Hebei, and the first three batches of inspections, the central inspection team received over 90,000 tip-offs from the public to efficiently identify the blind spots in environmental inspections.
