China’s State Council: Full Support for Large Petrochemical Enterprises in Multinational Operation

中国国务院发布文件表示，将支持中国大型石油化工企业开展跨国经营。结合“一带一路”战略，推动炼油、甲醇、轮胎、化肥、农药等产业开展国际产能合作，建设海外石化产业园区。

A document published by the State Council of China declares that the government shall support the state-owned large petrochemical enterprises in multinational businesses. The enterprises are encouraged to participate in capacity-related international cooperation in areas such as oil refining, methanol, tire, chemical fertilizer and pesticide, and establish petrochemical industrial parks overseas in line with the “Belt and Road” strategy.

此外，国务院还表示将严格控制尿素、电石、烧碱、聚氯乙烯等过剩行业新增产能，相关部门和机构不得违规办理土地供应、环境评估和新增授信等业务，。未纳入《石化产业规划布局方案》的新建炼化项目一律不得建设。

At the same time, the State Council pledges strict control over increased capacity of industries with excess capacity including urea, calcium carbide, caustic soda and polyvinyl chloride (PVC). Relevant departments and agencies are not allowed to provide land supply, environmental assessment, new credit operation and other services illegally. New refining and chemical projects should not be established if not included in the Layout Plan of the Petrochemical Industry.

RocketSpace Enters China, Winning an Investment of USD 336 Million from HNA.

中国海航集团有限公司宣布向美国企业孵化器RocketSpace投资3.36亿美元。这意味着总部位于旧金山的RocketSpace正式进入中国市场。

HNA Group Ltd. announced to invest USD336 million in RocketSpace, a US business incubator, which means that RtocketSpace headquartered in San Francisco will officially enter the Chinese market.

RocketSpace创立于2011年，总部位于美国旧金山，是包括Uber、Spotify、CheetahMobile和Blippar在内的16家独角兽公司的最初创业孵化器。RocketSpace的主要运营方式是帮助入驻的会员项目提供办公场地、编程、规划、咨询和活动策划执行等服务。除了初创企业，RocketSpace也为传统大客户提供创新转型服务，客户包括施耐德电气、匡威、塔塔通讯、苏格兰皇家银行等。

RocketSpace was founded in 2011 and headquartered in San Francisco, the US, which is the initial business incubator of 16 unicorn startups including Uber, Spotify, CheetahMobile and Blippar. The main operation mode of RocketSpace features providing the settled member enterprises and their projects with a range of  services, including work places, programming, planning, consultation and activity planning and implementation. Apart from newly-established firms, RocketSpace also offers innovative transformation services for traditional major clients that include Schneider Electric, Converse, Tata Communications and Royal Bank of Scotland.

海航集团表示，将与RocketSpace在中国成立合资企业孵化器。此外，RocketSpace方面称，此次合作宣布后，将在中国各主要城市设立科技园区。

HNA Group told that it will establish a joint-ventured business incubator in China with RocketSpace. Besides, RocketSpace said that science and technology parks will be set in major cities of China after the cooperation was announced.
