In April 2023, the Nanjing Municipal Commission of Development and Reform launched the mid-term evaluation of the 14th Five-Year Plan. This project, in alignment with the requirements of national, provincial, and municipal directives, evaluates the progress in fulfilling the Nanjing 14th Five-Year Low-Carbon Development Plan (hereinafter referred to as the “Plan”). The evaluation focuses on the transition progress of high-carbon industries such as petrochemicals, iron & steel, and building materials, the layout of green and low-carbon industries like new energy, the optimization progress and trends of the city’s energy structure, the operation of major innovation platforms, and the advancement of key tasks such as breakthroughs in frontier technologies in the dual-carbon domain. Additionally, it explores the transition pathway from dual control on total energy consumption and energy consumption intensity to dual control on total carbon emissions and emission intensity, in light of the industrial structure characteristics of Nanjing. 
 
“十四五”以来，南京市坚持“生态优先、节约集约、绿色发展”主基调，逐步摸清碳排放家底、开展达峰路径研究、构建低碳政策体系，积极稳妥推进碳达峰碳中和，在全国首个“低碳城市建设水平指数”评价中位列第三名，可持续发展评价报告中名列第二，获评国家低碳城市试点优良城市。
Since the commencement of the 14th Five-Year Plan period, Nanjing has adhered to the core principles of “ecological priority, conservation and efficiency, and green development”. The city has progressively identified its basic conditions of carbon emissions, conducted research on pathways to peak carbon emissions, and established a low-carbon policy system.
