The first is to make the domestic and international circulations smoother and consolidate the function of “integrated transportation”. The third is to further enhance the leading and radiation role and enhance the function of “big business”. The focus should be put on conducting external introduction and internal cultivation, and making the headquarters economy bigger and stronger; accelerating the pace of opening up and elevating the energy level of foreign trade; consolidating the support from characteristic finance based on local conditions; and cultivating famous brands and forming a professional service hub. The fourth is to further improve the innovation chain and solidify the function of “big sci-tech innovations”. The emphasis should be placed on pooling innovative forces and enhancing the capability to launch sci-tech innovations; replenishing key links and promoting the transformation of sci-tech innovation achievements; focusing on preponderant industries and facilitating the coupled development of sci-tech innovations; and perfecting the cooperation mechanism and lifting the level of regional collaborative innovation.
