供给侧结构性改革旨在调整经济结构，使要素实现最优配置，提升经济增长的质量和数量。需求侧有投资、消费、出口三驾马车，供给侧则有劳动力、土地、资本、创新四大要素。

Structural reform on the supply side aims to adjust the economic structure to achieve the optimal allocation of factors, and also to improve the quality and quantity of economic growth. The demand side comprises troika, namely investment, consumption and export, while the supply side comprises four factors of labor force, land, capital and innovation.

供给侧结构性改革，就是从提高供给质量出发，用改革的办法推进结构调整，矫正要素配置扭曲，扩大有效供给，提高供给结构对需求变化的适应性和灵活性，提高全要素生产率，更好满足广大人民群众的需要，促进经济社会持续健康发展。

The structural reform on the supply side means to carry out structural adjustment via reforms by starting from improving the quality of supplies, which corrects the irrationality in factor allocation, enlarges effective supplies, promotes the adaptability and flexibility of the supply structure in facing demand changes, and promotes the total factor productivity so as to better fulfill the demands of the masses and improve the continuous and healthy development of the economy and society.

供给侧结构性改革，就是用增量改革促存量调整，在增加投资过程中优化投资结构、产业结构开源疏流，在经济可持续高速增长的基础上实现经济可持续发展与人民生活水平不断提高；就是优化产权结构，国进民进、政府宏观调控与民间活力相互促进；就是优化投融资结构，促进资源整合，实现资源优化配置与优化再生；就是优化产业结构、提高产业质量，优化产品结构、提升产品质量；就是优化分配结构，实现公平分配，使消费成为生产力；就是优化流通结构，节省交易成本，提高有效经济总量；就是优化消费结构，实现消费品不断升级，不断提高人民生活品质，实现创新—协调—绿色—开放—共享的发展。

The structural reform on the supply side means to promote the stock adjustment by incremental reform, to optimize the investment structure and also explore sources for industrial structure and turn it more orderly while increasing the investment, so as to realize a sustainable development of economy and a continuous improvement in people’s living standard on the basis of a high-speed and sustainable economic growth; it means to optimize the property right structure, wherein the progress of the country would result in the progress of people’s life, and a mutual promotion would be found between the macro-control of government and the vitality of civil sectors; it means to optimize the investment and financing structure, to promote the resource integration and realize the optimization of resource distribution and regeneration; it means to optimize the industrial structure and improve the industrial quality, and also to optimize the structure of products and improve the quality thereof; it means to optimize the distribution pattern to realize an equitable distribution and turn the consumption into productivity; it means to optimize the circulation structure to save  transaction cost and improve the effective economic aggregate; and it means to optimize the consumption structure to realize a continuous upgrading in consumer goods and a continuous improvement in people’s life, as well as a development of innovation-harmony-greenness-openness-sharing.
