SC conducts the third overall supervision on the implementation of material policies.

为进一步推动各项重大政策措施贯彻落实，2016年8月26日，国务院发出国发明电[2016]4号通知，决定对各地区和各部门工作开展第三次大督查。此次督查的重点内容是保持经济平稳发展、推进供给侧结构性改革、促进创新驱动发展、保障和改善民生等四个方面工作。国务院要求各地区、各部门收到该通知后要迅速组织开展自查，9月15日前向国务院报送自查报告。9月18—30日，国务院派出督查组赴地方和部门开展实地督查。10月10日前，各督查组将督查结果报送国务院，国务院办公厅适时向地方、部门转送督查组督查反馈意见。

To further improve the implementation of material policies, on Aug 26, 2016, the State Council (SC) issued the SC [2016] Notice No. 4 to decide to conduct the third overall supervision on the work of regions and departments. The key contents in the supervision include four issues of keeping the stable development of economy, carrying forward the supply-side structural reform, promoting the innovation-driven development, and ensuring and improving people’s living standards. The SC requests each region and department to quickly organize and conduct self-examinations upon receiving the Notice and to submit the self-examination report before Sept 15. During Sept 18-30, the SC will send supervision groups to regions and departments to have onsite supervision. Before Oct 10, these supervision groups will submit the supervision results to the SC. The General Office of the SC will then express the feedback and opinions of supervision groups to regions and departments in due time.

住建部实行建筑业企业资质和工程招标代理机构资格网上申报审批

MOHURD carries out online application and approval for the qualifications of construction enterprises and project bidding agencies

2016年8月19日，住房和城乡建设部办公厅发出建办市[2016]41号通知称，为进一步推进建设工程企业资质申报和审批电子化进程，减轻企业负担和社会成本，提高审批效率，决定对住建部审批的建筑业企业资质和工程招标代理机构资格实行网上申报和审批。2016年12月1日起，由住建部审批的工程招标代理机构资格升级、重新核定事项，实行网上申报和审批，不再受理纸质申请。2017年1月1日起，由住建部审批的建筑业企业资质（含施工总承包特级）的新申请、升级、重新核定事项，实行网上申报和审批，不再受理纸质申请。

On Aug 19, 2016, the General Office of the Ministry of Housing and Urban-Rural Development (MOHURD) issued the MOHURD [2016] Notice No. 41, stating that in order to further promote the electronization of the application and approval for the qualification of construction enterprises, and also to release enterprises’ burden, to reduce social costs and to improve the efficiency of approval, the MOHURD decides to carry out online application and approval for the qualifications of construction enterprises and project bidding agencies undertaken by it. As of Dec 1, 2016, issues of qualification upgrading and re-checking will be applied for and approved online, and paper application will no longer be accepted. As of Jan 1, 2017, the issues of new application, upgrading, and re-checking of the qualification of construction enterprises (including the qualification of special grade for undertaking the entirety of a construction project) undertaken by the MOHURD will be applied for and approved online, and paper application will no longer be accepted.
