由于缺少信息积累和方法支撑，难以对中国制定的自行车发展战略和目标的实现情况进行考核。哥本哈根作为世界最好的自行车友好型城市，于2015年发布了《哥本哈根市自行车骑车者统计年报2014》。统计年报分析了自行车出行结构、战略目标及实现情况、关键指标、满意度指标、安全指标、便捷指标等。同时，总结推动自行车发展的成功措施——扩大自行车交通空间，调整、限制机动车。指出统计年报具有对落实自行车交通政策和战略的推动力和引导作用。将骑车者行为和意愿作为自行车交通发展战略的关键内容和目标、广泛细致分析数据作为决策基础和依据等对中国制定自行车交通发展政策并建立相应统计制度有重要启示。

As lacking accumulated information or supportive methods, it is difficult to measure the implementation of the strategies and goals for bicycle traffic development laid down in China. As the top bicycle-friendly city in the world, in 2015, Copenhagen has released the Copenhagen Bicycle Account 2014. The Bicycle Account has analyzed the structure of cycling trips, strategic goals and implementation, as well as key indicators, satisfaction indicators, security indicators and convenience indicators. Moreover, it has also summarized the effective measures of promoting the bicycle traffic development: expanding the traffic space for cycling, and adjusting and controlling trips of motorized vehicles. The paper points out that the Bicycle Account is conducive to pushing forward and guiding the implementation of policies and strategies related to bicycle traffic. The behaviors and willingness of cyclists are regarded as the key content and objectives of development strategies rolled out for bicycle traffic, and extensive and detailed analysis data as the basis and reference for decision-making. All these perspectives can provide significant reference for China to float policies for bicycle traffic development and establish corresponding statistical systems.
