The rewards for animation TV programs and films will only be given for either the highest audience rating or for the highest sales revenue. Businesses applying for the rewards must submit their business license, issuing permits, airing and screening contract, audience rating certificate, bank statements and so on; outsourcing income settled in Renminbi will be converted into U.S. dollar according to the settlement of exchange rate for rewards.

（一）新设立的软件、动漫及服务外包企业总部、地区总部，自建自用办公用房的，城市基础设施配套费50%奖励给企业；购买自用办公用房的，按其所缴契税全额标准给予补助；园区内企业租赁自用办公用房，合同期在5年以上的，自入驻园区起3年内，由所在区、园区按10—15平方米/人的标准免费提供办公用房。

(I) With regard to the headquarters and regional headquarters of newly-built software, animation and service outsourcing businesses which build offices for their own use, 50% of the supporting charges of urban infrastructure facilities will be rewarded to the enterprises; if the said headquarters purchase offices for their own use, subsidy will be made available according to the deed tax they pay in full; if enterprises operating in the parks rent offices and the contract term is over 5 years, the district and park where the enterprises are located will provide them with free offices from the 3rd year after they enter the park per the standard of 10-15sqm/person.

（二）积极吸纳各类社会资本和力量参与园区建设，对在园区进行基础设施和生产生活配套服务设施及各类公共服务平台建设，供软件、动漫及服务外包入驻企业租用的，对所缴纳税收市、区（开发区）地方留成部分，前3年全额奖励，第4年至第6年50%奖励，建设中涉及的市级及以下行政性事业性收费一律免除。

(II) Public investment of various kinds are encouraged in the construction of parks and as for the infrastructure, supporting facilities and various public service platforms constructed in the park which will be used by software, animation and service outsourcing enterprises, the part of tax revenue reserved by the municipality and district (development zone) will be fully refunded in the first 3 years and 50% of the said part will be refunded from the fourth to the sixth year. Administrative fees involved at the municipal or under municipal level will be exempted.

（三）行业科技中介和软件、动漫及服务外包企业创建研发中心（技术中心）、公共服务平台，并经国家、省认定的，分别给予100万元、50万元的项目资助。国家和省工程技术中心、重点实验室、重点高校院所在软件园设立软件研发分支机构的，给予20万—50万元的奖励。软件、动漫及服务外包重点企业引进院士设立院士工作站，并与企业建立长期合作关系，每站给予100万元资金支持。

(III) With regard to sci-tech intermediaries, animation and service outsourcing enterprises which establish R&D center (technology center), public service platform which are approved by national and provincial authorities, they will enjoy 1 million yuan and 500, 000 yuan in project subsidy respectively. If national and provincial engineering centers, key labs and leading universities and institutes set up software research branches in the software park, they will enjoy 200, 000 to 500, 000 yuan in rewards. If major software, animation and service outsourcing enterprises bring in academicians and establish academician stations which enter into long-term partnership with the enterprises, each station will enjoy 1 million yuan in capital support.
