1.5 Overall Targets
1、公众安全意识显著增强。社区居民、地区单位对安全社区的知晓率、各类安全活动、培训的参与率，安全常识、健康知识的普及率每年有较大提高。
1. Increased safety awareness of the public. Community residents and organizations within the Community have had an ever-growing understanding about safe community, participation in safety activities and training. And the popularization rate of safety know-how and health knowledge is on the increase year on year.
2、社区安全环境明显改善。小区技术防范设施覆盖率不断提高；民事调解、法律服务、社区矫正、安置帮教等工作顺利开展；社区内公共设施齐全，环境整洁。
2. Evident improvement in safety environment of the Community. The penetration rate of technical precautious facilities has been on the rise; civil mediation, legal services, community correction, emplacement, assistance and education work have been well under way. Communities have put in place complete public facilities and enjoy clean environment.
3、各类危害、灾害事故不断下降。可防性刑事案件发案率不超过社区总人口的1.5‰；对社区中存在的安全隐患做到底数清、情况明并采取有效措施，逐步加以解决。
3. Damages and accidents have been on the decrease. The incidence of preventable criminal cases is no more than 1.5‰ of total population in the Community; we’ve got a clear understanding about existing safety loopholes and taken effectives steps to wipe out them overtime.
4、公共安全体系发挥的作用持续提高。建立长期、持续、覆盖全员的针对各种环境状况的伤害预防工作制度，完善社区应对突发事件的防范能力；
4. An increasing role of public safety network. The Community has established a long-term, continuous and inclusive injury prevention system targeting various environment and improved the capacity in guarding against emergencies.

The Community has worked with functional departments, government administrations, medical facilities, educational establishments, public institutions, businesses and public organizations in establishing the Safe Community Establishment Promotion Committee and its organizational structure, is shown in Table 4:

3、“向日葵”社区 3. “Sunflower” Community 2010年，街道作为西城区的试点单位，成立了“向日葵社区”工作站。通过签订管理协议书、登记报到、责任制照管、帮教小组等形式，为戒毒人员提供心理康复帮助、劳动技能培训和就业信息、组织开展社会公益活动。
As the pilot project in Xicheng District, the Community established “Sunflower” Work Station which, through signing management agreement, registration and reporting, accountability-based care, help and education group, seeks to provide people under drug treatment with psychological rehabilitation assistance, vocational training, employment information and to organize public good events.

4、自行车巡防队
4. Bicycle Patrol Group
辖区内每个居民委员会均组织了一支有20名队员的自行车巡防队，每队分两个班组，巡防时间为23：00到次日05：00，主要在平房区开展治安巡防、便民服务等工作。
Every neighborhood committee in the Community organizes a bicycle patrol group with 20 team players. Each group is divided into two shifts and the patrol time is between 23:00 and 05:00 on the next day. Members are responsible for providing security patrol and handy service for the public in the bungalow area.
