As China’s housing system reform deepens, part of the Code underwent revision in the late 1990s, forming the 2002 version. This version has been used for over a decade now. Over the past ten years, China has seen continuously accelerated city development and urbanization. It is also a crucial moment when Chinese people enjoy better and better livelihood. The Code more or less has some applicability issues in the face of the tremendous changes in the development of Chinese economic society, including changes in governmental functions, continuously deepened housing system reform, the aging population, diversification in residential area development and construction mode and scale, as well as the variety in building designs. During the standard review carried out by the Ministry of Housing and Urban-Rural Development of PRC (MOHURD) in April 2013, experts came to a conclusion about the review of The Code that “comprehensive revision should be done on the basis of preliminary study.
为有序、稳妥、恰当地开展修订工作,住房和城乡建设部城乡规划标准化技术委员会(以下简称城乡规划标委会)针对该《规范》修订将面对的主要问题及其技术内容,组织开展了本次配套研究项目,为《规范》的修订提供技术支撑。
In order to revise the Code in an orderly, reliable and appropriate manner, the Technical Standardization Committee of Urban-Rural Planning of MOHURD organized this complementary research project so as to address main problems and study technical content of the revision of the Code, and provide technical support.

找出该《规范》使用中存在的主要问题,分析原因、研究可能的解决方案,提出标准应修订的主要技术内容及修订建议。
The research objectives are to find main problems in the usage of the Code, analyze their causes, find out possible solutions, propose main technical contents in the standards that need to be revised, and offer suggestions.
3 研究的方法
3 Research Methods
(1)有针对性地进行实地考察,研究不同城市、不同地区以及不同类型住区规划建设的成功经验与存在的主要问题;通过实地访谈,走访有关规划、建设行政管理部门,规划设计、建筑设计等研究机构,大专院校,新建住区以及既有住区基层管理机构和居民,搜集《规范》使用中的主要问题与改进意愿。
(1) Conduct targeted field investigations to draw on successful experiences and study major problems in the planning and construction of different types of residential areas in different regions and different cities. Through field interviews with relevant planning and construction administrations, research institutions of planning design and construction design, universities & colleges, as well as grassroots administrations and residents from newly built and existing residential areas, main problems and intended improvements of the Code are collected.
(2)针对《规范》使用中遇到的常见问题,在全国范围对城市规划、建设行政管理部门,规划设计与建筑设计、研究机构,大专院校及市民开展问卷调查,汇总问题、研究成因,梳理和提炼《规范》需修订的技术内容并分专题完成研究报告。
(2) Urban planning and construction administrations, planning design and construction design & research institutions, universities & colleges, and citizens are all survey on common problems occurred during the use of the Code. The problems are collected, and the causes attributed to them are studied. Technical contents in the Code are cleared up and extracted. Research reports are written based on each subject.
