Remembering the Entrustment, Serving the Country with Solid Work
— Study Notes on General Secretary Xi Jinping’s Key Speech at the Association Meeting of the All-China Federation of Industry & Commerce and the China National Democratic Construction Association of the CPPCC

全国政协十二届四次会议期间，习近平总书记在民建工商联界联组会上发表了重要讲话。总书记的讲话，对全面建成小康社会决胜阶段促进非公有制经济健康发展和非公有制经济人士健康成长作出全面阐述，科学回答了非公有制经济领域最紧要最现实的重大理论和实践问题，提出了一系列新思想新观点新要求，传递明确导向，回应社会关切，提出殷切期望。

During the 4th conference of the 12th Chinese People’s Political Consultative Conference (CPPCC), General Secretary Xi Jinping delivered a key speech at the Association Meeting of the All-China Federation of Industry & Commerce and the China National Democratic Construction Association. He indicated to facilitate sound development of the non-public sector of the economy and healthy growth of the personnel in this sector during the critical stage of building a well-off society in an all-round way. He gave reasonable answers to the most urgent and practical key theories and practice problems for the non-public economic sector. By putting forward a number of new ideas, opinions and requirements, he clarified the government guidance, responded to social concerns and offered earnest expectations.

作为一名民营企业负责人,我深切感受到党和国家对非公经济的重视和对非公经济人士的信任，倍感责任重大、使命光荣。作为中国一家大型民营投资企业和六十多家优秀民营企业的聚合体，XXX将按照习总书记的要求，主动把握经济发展新常态，妥善应对重大风险挑战，与公有制经济相辅相成、相得益彰，同舟共济、共襄盛举。

As a private entrepreneur, I deeply feel that the central leadership has attached great importance to the non-public economic sector and trust people working here. I feel a great responsibility and noble mission on my shoulder. As a conglomerate composed of a large Chinese private investment company and more than 60 outstanding private enterprises, XXX Investment Corp., Ltd. (XXX) will meet General Secretary Xi’s requirements to actively master the new normal of economic development, deal with major risks and challenges properly, cooperate with state-owned economy and bring out the best of each other to create a better future.

一、服务国家战略，积极投身伟大实践。
       1.Serve national strategy and be actively dedicated to great practice.

总书记指出，非公有制经济在我国经济社会发展中的地位和作用没有变，我们毫不动摇鼓励、支持、引导非公有制经济发展的方针政策没有变，我们致力于为非公有制经济发展营造良好环境和提供更多机会的方针政策没有变。这“三个没有变”，释放出了支持非公有制经济发展的重要信号，令我们民营企业家们备受鼓舞，极大增强了促进发展的信心。

According to General Secretary Xi, the status and role of the non-public sector of the economy has not changed during China’s economic and social development. Our policy of unswervingly encouraging, supporting and guiding its development remains. We are still committed to creating an enabling environment and providing more opportunities for the development of this sector. These “three unchanged factors” send out a key signal for supporting the non-public economic development, thus encouraging us private entrepreneurs and boosting people’s confidence in advancing development in this field.

中共十八届三中、四中、五中全会推出了一系列扩大非公有制企业市场准入、平等发展的改革举措。我国已经形成了鼓励、支持、引导非公有制经济发展的政策体系，非公有制经济发展面临前所未有的良好政策环境和社会氛围。党中央和国务院“三大战略”“四大板块”“五位一体”总体布局孕育着巨大机遇，我国仍是全球投资机会最好的国家。我国经济发展韧性强、潜力足、回旋余地大的优势为非公有制经济发展提供了广阔空间。

A number of reform measures to expand non-public enterprises’ market access and enhance equal development have been released at the 3rd, 4th and 5th Plenary Session of the 18th CPC Central Committee. China has formed a policy system encouraging, supporting and guiding the development of non-public economy. This sector is now enjoying unprecedented good policy and social environment. The Central Committee of the Communist Party of China and the State Council have made arrangements in “Three Strategies”, “Four Sectors” and the “Plan for Promoting Economic, Political, Cultural, Social and Ecological Progress”. Given the huge opportunities they contain, China can still provide the best investment opportunities in the world. Chinese economy is full of resilience, potential and maneuver space. The non-public sector of the economy can take this advantage to develop.

XXX从成立之日起，即将服务国家战略作为使命，努力打造中国民营资本转型升级的平台和中国民营企业“走出去”的平台，全力为推动非公有制经济发展贡献自己的力量。两年来,XXX立足于中国经济的转型升级和全球范围内的资源整合，坚持“两翼齐飞、产融结合”，将价值投资嵌入国家战略中。

Upon its foundation, XXX has deemed serving the national strategy as its own mission. By striving to establish a platform for Chinese private capital to transform and upgrade and for Chinese private companies to “go global”, XXX is making its due contributions to promoting the development of non-public economy. Over the past two years, XXX has kept a foothold in Chinese economy’s transition and upgrade and global resource integration. By adhering to the principle of “investing both at home and abroad, and integrating industry and finance”, XXX has embedded its value investment in the national strategy.

国际上，紧紧围绕“一带一路”战略，为更多民营企业投身“一带一路”战略提供服务和搭建平台。在“一带一路”的桥头堡伦敦合资设立了基金管理公司，在全球范围内开展投资和资产管理业务；在新加坡搭建了国内外市场连接并购的平台；联合10余家国内民营企业投资50亿美金建设“中民印尼产业园”，逐步将国内的钢铁、水泥、火力发电等优势产能转移到“一带一路”沿线国家。在国内，将90%的资本布局在 “京津冀协同发展”区域和“长江经济带发展”沿线。目前，XXX正在研究“十三五”规划建议中的重大举措和多项具体措施，调整战略，通过适当方式融入到这些重大项目中。

By closely following the “One Belt One Road” strategy at the international stage, XXX aims to provide services and platforms for more private companies engaging in the “One Belt One Road” strategy. At the first stop of the “One Belt One Road” route, London, XXX founded a joint fund management venture to carry out investments and assets management across the globe. XXX has established a platform in Singapore to connect domestic and foreign markets for M&As. It has invested USD5 billion with more than 10 Chinese private companies to establish the “XXX Indonesian Industrial Park”, gradually shifting China’s advantages in steel, cement and thermal power generation, among others, to countries along the “One Belt One Road” route. In China, 90% of its capital is deployed in the “Beijing-Tianjin-Hebei coordinative development region” and along the “Yangtze River economic development belt”. At present, XXX is studying the major measures and multiple specific ones proposed in the “13th Five-Year Plan”. It is trying to adjust its strategy to integrate into these major projects properly.

二、回报社会需求，自觉履行社会责任。
       1.Pay back social needs and fulfill social responsibilities voluntarily.

总书记要求，广大民营企业要积极投身光彩事业和公益慈善事业，致富思源、义利兼顾，自觉履行社会责任，这是中央对非公有制经济人士积极参与全面建成小康社会寄予的殷切厚望。帮助贫困人口脱贫，与全国人民同步小康，是党和国家的坚定目标，也是民营企业义不容辞的时代责任。

According to General Secretary Xi, private companies should actively engage in positive causes and public welfare. They should be thankful and consider both morality and profits. The central government expects non-public economic players to actively engage in building a well-off society by fulfilling their social responsibilities voluntarily. The central leadership has the firm goal of alleviating poverty and building a well-off society for all people. This is also the due obligation of the era for private enterprises.

XXX秉持“义利兼顾”精神，为社会创造经济价值、社会价值，传播正能量。在农村，开创光伏扶贫模式，在国家级贫困县宁夏盐池建立国家级新能源综合示范区，推行“新能源+”扶贫：一方面是“新能源+新农村建设”，反哺老百姓，帮扶村集体企业，保障农民就业，为国家扶贫攻坚做贡献；另一方面是“新能源+现代农牧业综合开发”，整合全产业链，让当地老百姓入股，形成利益共同体，实现共同富裕。在这一过程中，XXX探索出的“到户到村”的精准扶贫新模式已成功运行。“到户”即发展屋顶光伏，由企业投资建设、群众日常维护、发电收益捐赠到户；“到村”即发展村级电站，利用一些贫困村的闲置荒地建设光伏扶贫电站，将发电收益直接补给村集体。下一步将在河北、河南等地区继续推广该模式。

Upholding the spirit of “considering both profits and morality”, XXX aims to create economic and social value for the society and disseminate positive energy. It pioneered in carrying out poverty alleviation through photovoltaic projects in rural areas. In Yanchi, a state poverty county, XXX established a national new energy comprehensive pilot zone to promote poverty alleviation via the “New Energy +” strategy. On the one hand, “developing new energy and building new countryside” can benefit the people, help village-owned companies, create jobs for peasants and contribute to resolving the country’s difficulty in poverty alleviation. On the other hand, the “comprehensive development of new energy, modern agriculture and husbandry” can integrate the complete industrial chain by allowing locals to buy shares, thus forming interest community and realizing common prosperity. During this process, XXX’s new accurate poverty alleviation mode of “reaching out to villages and households” is operating successfully. “Reaching out to households” means to develop roof photovoltaic systems, i.e. the Company is in charge of investing in installing the devices, households are responsible for routine maintenance, and the power generation income is given to each household. “Reaching out to villages” means to develop village-level power plants. Some idle lands of poor villages were utilized to build photovoltaic power plants for poverty alleviation. The income from power generation is directly given to the village collective. This mode will be further carried out in Hebei province, Henan province and other regions.

在城市，出资3000万元捐建蒲公英中学，为农民工子女义务教育的发展贡献自己的一份力量；立足“为民、便民、利民”定位，积极投资现代物业，搭建“社区金融服务平台”与“智慧社区服务平台”，建设完善的社区金融理财服务和物流配售系统，满足广大群众的医疗、养老和理财服务等需求，培育良好的社区服务生态圈，构建和谐社区。

In urban areas, XXX has donated RMB30 million to construct the Dandelion Middle School to provide compulsory education for migrant workers’ children. By adhering to the principle of “working for, bringing convenience to and benefiting the people”, XXX actively invests in modern property management by establishing the “community finance service platform” and the “smart community service platform”. By constructing well-developed community financial wealth management service and logistics system, XXX meets people’s needs for medical care, old-age care and wealth management, etc. It seeks to foster an enabling community service ecosystem and build harmonious communities.

三、牢记“亲”、“清”两字，爱国敬业守法经营。

III. Keep “intimacy” and “pureness” in mind, uphold patriotism, dedicate to your career and operate by the law.

总书记深入剖析了政商关系本质，用“亲”、“清”两个字定位新型政商关系。作为民营企业负责人，我体会，新型政商关系是社会主义核心价值观应有之义,是对民营企业的一种爱护和保护。“亲”则两利，“清”则相安。

General Secretary Xi gave an in-depth analysis of the relationship between the government and businesses, defining the new relationship in two words, namely “intimacy” and “pureness”. As a private entrepreneur, the new relationship complies with the socialist core value, and it is a kind of protection for private companies. “Intimacy” benefits both parties, and “pureness” guarantees safety.

XXX涉及行业多元、链条完整、区域广泛、国度众多，各个方面都需要党和政府的关心和支持。我们将主动践行习总书记的要求，分析梳理政策执行中的问题，积极与政府多交流，反映民营企业发展中的突出困难和思想困惑，为政策制定调整完善提供支撑，努力做到真正的“亲”；与政府官员交往中，坚持清白纯洁的“君子之交”，把心思和精力放在解决企业发展的问题上，放在研究、完善政策上，主动接受员工、股东和社会各界监督，确保光明正大搞经营，努力做到真正的“清”。

Given that XXX involves in diverse industries, complete industrial chains, broad geographic scope and abundant nations, it requires the attention and support of the central leadership in all aspects. We will actively meet General Secretary Xi’s requirements, analyze and sort out execution problems of the policies, and actively communicate more with the government. By briefing the government about the prominent problems and ideological confusions during private enterprise growth, the Company can be really “intimate” with the government by supporting policy formulation, adjustment and improvement. Businessmen should maintain a “pure” relationship with government officials by devoting main efforts to resolving development issues of the companies, and studying and improving policies. Entrepreneurs should voluntarily accept supervision of employees, shareholders and people from all walks of life to ensure operation “transparency”.

我们将继承发扬老一代民营企业“听党话、跟党走”的优良传统，珍视和维护自身社会形象，按照法律要求约束全体员工，依法经营、依法治企、依法维权，努力成为爱国敬业、守法经营、创业创新、回报社会的典范，做合格的中国特色社会主义事业建设者。

We are going to carry forward the positive tradition of “following the Communist Party of China” advocated by the older generation of private entrepreneurs. We should cherish and maintain our social image and manage all of our employees according to the laws. By operating, governing the business and safeguarding our rights in accordance with the law, we should strive to set examples of loving our country, being dedicated to our job, operating legally, making innovations and paying back the society. In doing so, we can become the developers of the socialist cause with Chinese characteristics.

习总书记的重要讲话，给非公有制经济人士吃了一颗定心丸，激发了广大民营企业家披荆斩棘、爬坡过坎的创业热情。我们将结合实践全面领会，在国内履行社会责任，在国际弘扬中国气象，自觉做改革的促进派和实干家，在实现中华民族伟大复兴的实践中谱写灿烂的华彩篇章。

General Secretary Xi’s key speech has also settled non-public economy players’ mind, and stimulated their passion of starting up businesses and overcoming difficulties. We will fully grasp these ideas with practice. We will fulfill our social responsibilities at home and disseminate Chinese ideas internationally. By really facilitating and practicing reforms, we will add a brilliant page to Chinese nation’s great rejuvenation.
