Ground Based Augmentation

北斗地基增强系统是“空间数据基础设施”最为重要的组成部分。北斗地基增强系统通过建设若干永久性连续运行的北斗基准站（CORS），提供发布专有格式的基准站站点坐标和北斗差分数据。
BeiDou Ground Based Augmentation System (GBAS) is the most important constituent part of the “Spatial Data Infrastructure”, and it provides and releases reference station coordinates and BeiDou differential data in dedicated format by building some BeiDou CORSs (continuously operating reference stations).

秦皇岛北斗基准站CORS示范应用是由在昌黎、山海关和青龙满族自治县设立的三个增强站、数谷翔园控制中心和数据中心三部分组成。通过授权接入的方式能够为秦皇岛及周边区域提供气象预测、地质形变、车道级监控、国土测绘、城市规划、精耕农业、海洋钻井和防灾减灾等相关服务。同时，还能依托该系统建立起城市空间基础设施的三维、动态、地心坐标参考框架，从而实时的从空间位置信息面上实现城市真正的数字化。CORS的建成能使更为广泛的群体使用北斗高精度服务，它必将在城市经济建设中发挥重要作用，为秦皇岛市乃至河北省带来不可估量的社会效益和经济效益。
Qinhuangdao BeiDou CORS demonstration application consists of three parts: three Augmentation Stations, Shugu Xiangyuan Control Center and Data Center established in Changli, Shanhai Pass and Qinglong Manchu Autonomous County. It can provide relevant services including weather forecast, geological deformation, lane-level monitoring, land surveying and mapping, urban planning, precision agriculture, offshore drilling, and disaster prevention and mitigation for Qinhuangdao and the surrounding areas by the means of authorized access. Meanwhile, 3D, dynamic and geocentric coordinate reference frameworks for urban spatial infrastructure can also be established based on the system, thereby realizing genuine urban digitization in real time from the perspective of spatial location information. As the establishment of CORS enables a wider range of groups to use high-precision services of BeiDou, the CORS will certainly play an important role in the urban economic development and bring immeasurable social and economic benefits for Qinhuangdao and even Hebei Province.

固定危险源在线监测预警
Online Monitoring and Early-warning of Fixed Hazards

固定危险源主要指危险物资的储存和危险性生产装置等，包括加油加气站、天然气和煤气管道、化工厂、危化品仓库、发电站、水库等。为了防范重大事故发生及进行应急处置，在线监测预警系统可对固定危险源的电气设备、电子设备、监控设备等数据进行远距离、长时间的信息传输和集中采集。同时可以将现场的气体浓度、温度、液位、压力、流量、自动化控制设备、仪表、视频摄像机的实时数据通过北斗卫星进行加密传输和通信。一旦出现安全隐患或者突发情况，在数谷云平台后端启动应急预案，利用北斗卫星远程进行关闭门阀和采取紧急措施，并进行指挥调度和救援，同时系统能够预留扩展接口和二次开发工具与110、119、120进行并网联动。
Fixed hazards mainly refer to hazardous materials storage facilities and hazardous production facilities, including petrol stations and gas stations, natural gas and gas pipes, chemical plants, hazardous chemicals warehouses, power stations and reservoirs, etc. For major accidents prevention and emergency handling, the online monitoring and early-warning system can realize remote and long-time information transmission and centralized collection of data from electrical, electronic and monitoring equipment, etc. of the fixed hazards. In the meantime, real-time data of gas concentration, temperature, liquid level, pressure, flow volume, automatic control equipment, instruments and video cameras on site can be transmitted and communicated in an encrypted way via the BeiDou Satellite. Once safety hazards or emergencies occur, the system will initiate the contingency plan at the back end of Shugu cloud platform, close the gate valves remotely by BeiDou Satellite, take emergency measures and carry out command, dispatch and rescue; at the same time, the system can also reserve expansion interfaces and secondary development tools for grid-connected linkage with 110, 119 and 120.
